Ms. Huei-chen Chen is the Executive Secretary of the Taichung Public Library. With extensive experience across the medical, academic, and national library sectors, she possesses a comprehensive perspective on information management and public library service innovation.

As a recognized expert in library management, Ms. Chen has served as a strategic consultant for the spatial transformation of Taichung’s public library network, providing critical expert insights for numerous environmental renovation projects.

From 2020 to 2025, Ms. Chen provided essential institutional guidance for the Taichung Green Museumbrary project. Her expertise in bridging functional design with operational needs was instrumental in the success of this landmark, which officially opened on December 13, 2025.
